Jude Colwell, P.E.

President and co-founder of Colwell-Naegele Associates, Inc. and a graduate of Lehigh University, where he earned a Bachelor of Science in Civil & Environmental Engineering in 2002. At Lehigh University, Mr. Colwell served as president of Chi Epsilon Honor Society for the 2001-02 academic year and was a member the American Society of Civil Engineers. Mr. Colwell has experience in engineering design, project management, environmental permitting, construction inspection, and construction management for a variety of civil and environmental projects, ranging from publicly-funded infrastructure and development projects to private subdivision and land developments. His areas of expertise include AutoCAD Civil 3D modeling, stormwater NPDES permitting, modeling and design of stormwater management systems and best management practices, site and roadway layout and design, design and permitting of sanitary sewer systems, PA DEP Chapter 102 and 105 permitting, mine reclamation, natural stream channel restoration design, bridge inspection, and use and creation of geographic information systems(GIS) data.

Robert P. Naegele, P.E.

Vice President and co-founder of Colwell-Naegele Associates, Inc. Since graduating from Lafayette College where he earned a Bachelor of Science in Civil Engineering in 1997, Mr. Naegele has professionally serviced government agency clients, municipal bodies, architects, and the private sector. Well respected in his field, Mr. Naegele generates most of his firm’s work with repeat clients and by client referrals. He has experience in engineering design, surveying, project management, environmental permitting, construction inspection and construction management for a variety of civil and environmental projects, ranging from publicly-funded infrastructure and development projects to private subdivision and land developments. His areas of expertise include AutoCAD Civil 3D modeling, stormwater NPDES permitting, PennDOT permitting, site and roadway design and layout, sanitary sewer systems design and permitting, PA DEP Chapter 102 and 105 permitting, and project and construction management.

Matthew R. Walsh, P.E.

Graduate of Lehigh University, where he earned a Bachelor of Science in Civil Engineering in 2004 with additional post-graduate studies in structural engineering from 2004-2005. Mr. Walsh has experience in engineering design, project management, environmental permitting, construction inspection and construction management for a variety of civil and environmental projects, ranging from publicly-funded infrastructure and development projects to private subdivision and land developments. His areas of expertise include AutoCAD Civil 3D modeling, stormwater NPDES permitting, modeling and design of stormwater management systems and best management practices, site and roadway layout and design, design and permitting of sanitary sewer systems, PA DEP Chapter 102 and 105 permitting, natural stream channel restoration design, and use and creation of geographic information systems(GIS) data.

Michael J. Fenick, CET

Graduate of Pennsylvania State University, where he earned a Bachelor of Science in Surveying Engineering and a Minor in Business Management in 2004. Mr. Fenick is a NICET Certified Construction Inspector in Underground Utilities Construction – Water and Sewer Lines. He has experience in engineering design and project management for a variety of civil and environmental projects, ranging from publicly-funded infrastructure development projects to private subdivision and land development projects for educational, institutional, commercial, industrial and residential uses. His areas of expertise include AutoCAD Civil 3D modeling, consultation services to both public and private clients, land surveying, municipal permitting, sanitary sewer systems infrastructure rehabilitation, PADEP Chapter 102 & 105 environmental permitting, PADEP MS4 permitting, PennDOT permitting, grant writing, project construction administration, construction inspection, sewage enforcement officer, and licensed notary public.

Susan M. Savitski, P.E.

A 1982 graduate of University of Delaware, where she earned a Bachelor of Science in Civil Engineering.  Ms. Savitski has experience in traffic and transportation engineering design.  She has worked in both the public and private section.  Her skills include preparation of traffic impact studies, traffic signal designs, traffic data collection, signing and pavement marking plans, preparation of construction specification and bid documents in accordance with state and local standards.  She has also prepared point of access studies for interstate projects, corridor studies, streetscape projects, and temporary traffic control plans. Projects include both publicly funded and privately funded projects for state, institutional and private clients.    Her areas of expertise include traffic signal modelling and simulation using Synchro and Highway Capacity software. She has proficient skills in AutoCAD Civil 3D.
